Honda's idle mixture screws are EPA compliant in that they are tamper resistant/proof. The only way to adjust them, which BTW is considered tampering, is to break the tab off which is actually going to break the screw. The screw is designed to break, and a replacement is then in order. The screws aren't cheap, like $20, at least on the GX.

Remove th carb bowl and with a proper fitting screwdriver remove the main jet from the carb barrel.
